Yes, you need an import company in China which has a wholesales licence for import.  They will need to process all documentation and procedure for you.  The tax rate all included is around 50%, plus there is some other charges and logistic you need to consider.

According to the USDA GAIN (Global Agricultural Information Network) Report in February 2011, in terms of U.S. wine exports, Hong Kong is set to become the third largest market in 2010. The U.S. wine exports to Hong Kong amounted to US$57 million in 2010/11, representing an increase of 494% since wine duty exemption.

Companies from various sectors of the wine industry are seeking to uncork the huge potential market in Asia and particularly in Mainland China – a region tipped by the industry to be the driver of global wine sales in the next decade and beyond. Wines are not restricted nor controlled commodity imported  to China and import licence is not required. However it is subject to customs inspection and maybe quarantine control, and comply with general standards. Conventional labelling requirements are important in both English and Chinese (simplified Chinese as used in mainland China) and accordance with the general standard for the labelling of pre-packaged beverage and wine to include such information as wine name and type (e.g. dry red, semi-dry), Vintage year Grape, Alcoholic Strength, Name and address of manufacture and local agent or distributor, Production date etc.

I export wine to mainland China. It is totally different rules and regulations to export to Hong Kong. You must have a licensed importer to ship to mainland China. The duties and taxes are very high. There are new rules all the time. If you are a winery we can help. www.asianwineconnection.com
