If I use the overseas song in my company web site, do I already break the law in hk? Would it be under the category of civil remedies or criminal sanctions?

You will have to find out whether the song has copyright or not. It may not be an infringement of copyright if the music is considered as 'fair used' for the purpose of non-profit educational nature and not for commercial purpose.

But how can it be considered a non-commercial use if it is for a company-website?
