Married to a Chinese national wanting to return to China, have an F visa but that doesn't let me work in China. Inquired with diverse visa agents in China but apparently Chinese Government regulations keep changing and once you apply for the Z visa in China you must return to the country of origin to validate the Z visa. Would appreciate any information, or clarifications on this matter.

There is no definite requirement for an applicant to return home country to apply visa to China. Whether or not the visa application will be granted would depend on the qualification and valid reasons behind such application. If you can apply an employment licence you can convert your business F visa into a Z visa without leaving China. Please contact the relevant consulate/embassy or reliable visa consultant for assistance.
